There is a great deal of uncertainty about how children might be affected by the reforms to DLA. Is the Secretary of State proposing further consultation? Is there any information that he can give about future processes regarding children?

Public Health Duties
Annette Brooke (Mid Dorset and North Poole) (LD):
On international women's day, what assurances can the Secretary of State give about the protection of reproductive and sexual services within the new framework?
Mr Lansley: My hon. Friend will know that through the plans set out in the Health and Social Care Bill the commissioning of those services will be the responsibility respectively of the NHS commissioning board and local authorities. Through local authorities, and as part of our public health responsibilities, we will be looking to promote good sexual health and high-quality support for people who need assistance with reproduction.

Annette Brooke (Mid Dorset and North Poole) (LD):
With many councils claiming cuts in their Supporting People grants, what action will the Government take to monitor the provision of vital services, and what leadership will they give in providing services nationally?
The Minister for Equalities (Lynne Featherstone): I thank my hon. Friend for that question. Central Government have sent a clear message about the importance and vulnerability of the sector. To send that message and set an example, we have ring-fenced £28 million of funding for violence against women services. We hope and expect that councils will follow suit.

It is a privilege to serve under your chairmanship, Mr Hood. I congratulate the hon. Member for Upper Bann (David Simpson) on a moving speech-perhaps the most moving that I have ever heard in this Chamber. I think we all share an abhorrence of child slavery.

Local Authority Funding
Annette Brooke (Mid Dorset and North Poole) (LD):
When a council has made a significant cut to a front-line service, such as by withdrawing support from 20 libraries, would it be possible to require that council to publish on its website the measures that it has taken to try to protect the service? Such measures could include working with other local authorities, as the Secretary of State has suggested.

Local Enterprise Partnerships
2. Annette Brooke (Mid Dorset and North Poole) (LD): What recent progress he has made in establishing local enterprise partnerships. [41343]
The Minister of State, Department for Business, Innovation and Skills (Mr Mark Prisk): I am pleased to say that we are making good progress with regard to local enterprise partnerships. Indeed, I can announce today that we have cleared the London enterprise partnership. That brings us to a total of 31, covering 87% of England's population.

Annette Brooke (Mid Dorset and North Poole) (LD):
I share the aspirations and passion of the Secretary of State to improve standards for all our children and young people, and I welcome the proposals to improve discipline in our schools, to tackle bullying of all types and to protect teachers from false allegations. Of course I also feel that head teachers need the freedom to exercise their professional judgment.

9. Annette Brooke (Mid Dorset and North Poole) (LD): What steps she is taking towards reform of the common agricultural policy. [37803]
The Secretary of State for Environment, Food and Rural Affairs (Mrs Caroline Spelman): The Government have recently responded to the European Commission's communication, "The CAP towards 2020". Our response calls for ambitious reform of the CAP that will enable farmers to meet the challenges and opportunities of the future.

Does my hon. Friend share my concern that people with mental health issues might not get equal access to justice when they are involved in family disputes?

Annette Brooke (Mid Dorset and North Poole) (LD):
I congratulate my hon. Friend on securing this debate. It is almost a year since I had a similar debate, but I am not sure that we have moved on since then. Recently, the MRC announced £1.5 million for research, but does he agree that there appears not to be an overall strategy to deal with research into ME, and that there still seems to be concentration on the symptoms and not enough attention given to the causes?
